One of the best sweepers in UU by far.
The aforementioned set gives Blastoise immense coverage, 2HKOing the likes of Tangela, Fearow, Electabuzz, Electrode, Nidoking/queen, Dodrio; and 3HKOing the likes of Wigglytuff, Omastar, Kabutops, Machamp and others. Additionally, Blastoise has very good defensive stats so it can take a beating. It's pretty much the Tauros of UU.
The only Pokemon Blastoise has trouble with are electrics, Poliwrath and Golduck. The former will lose one-on-one if they're paralyzed (barring a CH) while the others can set up on Blastoise.
In standard however, Blastoise really can't do that much. Starmie walls it, it really can't phaze Alakazam and Chansey, and so forth. Blastoise truly shines in UU where it's definitely a force to be reckoned with and should be a top priority when deciding to construct a UU team.
Other options: Rest will let you stall Golduck and Poliwrath with little problems but it's best to stick to sweeping. If you do decide to use Rest I would recommend using Ice Beam over Blizzard for additional PP, and to increase the chance of getting a freeze.
In OU, Counter has a bit of merit against Tauros of Snorlax.
