Ninetales doesn't have the outstanding attacking stats that Flareon has and doesn't have the durability that Arcanine has, yet it still comes to the dance with a few unique tricks up its sleeve. First off, Ninetales' 10 point speed advantage over Arcanine may seem irrelevant, but it allows Ninetales to at least have a chance of attacking first against the likes of Dodrio, Mr. Mime, Fearow and Raichu. Additionally, it will enable Ninetales to outspeed Raticate and Arcanine which is always helpful. On the attacking spectrum, Ninetales' special stat is significantly higher, allowing Ninetales to score 2HKOs with Fire Blast on Pokemon that Arcanine can only 2HKO. Overall, Ninetales is much faster than Flareon and can dish out more damage with Fire Blast than Arcanine, but its weaker on the physical side of things.
The annoyer set attempts to neutralize Ninetales' bad defenses and keep it in the field for as long as possible. This can be accomplished quite nicely with Confuse Ray and Body Slam, which allows it to spread parafusion. What makes parafusion great for Ninetales is that it in most UU games it will be the 2nd fastest Pokemon on the field, losing only against Electabuzz, so you can depend on going first. If you're just out there to attack then you can't go wrong with Fire Blast, which will 2HKO the likes of Kangaskhan, Licktiung, Raticate, Fearow, Dodrio, and more. While it should be noted that Arcanine can 2HKO most of what Ninetales does, Arcanine won't be going first against all of them. Ninetales on the other hand, outspeeds everything that it can 2HKO.
Dig works as the 4th move because it will let Ninetales hit what would usually wall it (Omastar and Kabutops), and the damage is decent enough as well. But because Ninetales will have some form of protection behind it, you can run Substitute. I usually use Dig myself mainly because it hits Arcanine for solid damage.

Ninetales has a great speed stat and with some luck, it can kill off Pokemon with Fire Spin. Since this is a high risk, high payoff set, you'll always want Fire Blast. Hyper Beam finishes off what resists fire and Dig finishes off what resists both fire and normal.
