Basically a poor man's Clefable, but still a decent Pokemon in UU. You'll definitely want Body Slam and Hyper Beam to take advantage of STAB as you can do a lot worse than 238 as your attack stat when you get STAB. Thunderwave paralyzes things and helps since Wigglytuff has an abomination for a speed stat.
The fourth move is up to you. Bubblebeam cripples Onix and is safer to use than Blizzard, Thunder MIGHT 3HKO Omastar if you get lucky, but you also have to hit with the move. It's more useful on Kabutops who does get 3HKOd by it. Blizzard can hit Dodrio and also 2HKOs Onix.
Sing is also a move you could use because it does inflict sleep which always helps. However with risky accuracy it's your call, but just make sure you have a backup sleeper. You could remove Thunderwave for it if you feel you have enough para support.
Other options: Counter has potential since Wigglytuff will be taking 160+ HP of damage from good physical attackers, though it is a one shot deal. Reflect is interesting, but Wigglytuff's inability to take special attacks hurts its potential. Rest isn't really recommended because it really isn't that good at taking attacks at all.
