You play this like you would play Golduck, and with more HP and defense you don't have to worry about physical sweepers coming in and revenge killing as much. However, Poliwrath has a harder time in OU because of its psychic weakness, and the inability to reach 999 special. Because it can't reach 999 special you will never be able to 2HKO Chansey and will easily be walled. Also, while Alakazam won't survive on average it will always have a chance to OHKO you with a CH Psychic. Gengar will also always survive a Surf so it will get two chances to kill you with a CH Thunderbolt.
In UU you also have Poliwrath's flying weakness to worry about. Dodrio and Fearow will always have Drill Peck and the former will hit you for over 200 damage with it. While Fearow won't do as much you certainly have to be weary of a revenge kill. One other thing that has to be noted is Poliwrath's speed stat. Poliwrath is slower than the likes of Venusaur, Nidoking, Kabutops and ties with Victreebel, making it rely on para support more than its fellow Amnesia user.
In OU you can try Submission over Ice Beam which will allow you to 2HKO Chansey, but even that might fail because of recoil damage and missing 1/5 of the time. Additionally you'll have nothing to hit Exeggutor with if you choose to use it.

StS used this set against me in the finals of a tournament. I liked this set a lot because it's more of a mixed supporter/sweeper. You can lead with this set, or you can save it for later. Body Slam hits the incoming Pokemon after you put something to sleep and you hope for para. Submission is for STAB and hits Omakabu as well as normal types like Clefable and Wigglytuff. Surf is good for the likes of Arcanine and STAB damage without worrying about missing, while Blizzard is good for grass types.
Other options: Earthquake will hit electric types, and it can learn Counter but I honestly don't see that as too useful compared to its other moves.
