Being the fastest Pokemon in the game and getting access to Explosion is the main reason you want to use Gengar, because while his special stat is the 3rd best in the game he lacks any sort of STAB attack. Gengar is an ideal lead because of its speed, and it has forced many people to lead their own Gengars or lead Alakazam. If you find yourself up against an Alakazam, you can easily switch out to something like Chansey and have a bit of protection against sleep.
Hypnosis and Explosion are a given since they're Gengars best attacks, while Thunderbolt is Gengar's most powerful special attack and provides type coverage against foes like Starmie and Slowbro. It also has a slim chance of 3HKOing Tauros which could come in handy. The fourth move comes down to what you want to hit more. Psychic is good for hitting other Gengars and the special falls can help, while Mega Drain will 2HKO Golem and Rhydon.
Another feature of Gengar that can be put to use is its immunity to normal attacks. Gengar can switch into Hyper Beams and while the foe won't have to recharge, Gengar's speed usually means it will go first and can force the opponent to switch out.
Other options: The third move has other alternatives. Confuse Ray can work for some staying power and annoyance, though it's always a gamble when you use it. Seismic Toss will alllow you to actually do damage to Exeggutor, and prevent Exeggutor from just staying in after you put it to sleep.
