Explosion
A terrible movepool and mediocre special stat greatly hinder Electrode. It's more because of the former though because you might not notice the medicore special if you get lucky with Electrode's critical hit rate, which is over 25%. In addition to Electrode's speed you have the fact that it can explode, which may seem not too useful because of its abysmal attack, but at least it gets a move like that. It's better than being in Magneton's shoes at least. Besides, a critical Explosion is going to mess up anything that isn't resistant to it.
Basically Electrode is great at going first because well, nothing is faster. He's a pretty decent support Pokemon in UU, spreading paralysis all over the place and always going first. He really can't do much on the attacking side besides relying on critical hits and exploding when things get rough. Electrode's speed does make him sort of a revenge killer though, with the crit rate helping him achieve this role.
Screech is pretty obvious; it's main roles are to boost the power of Explosion and force switches if possible. If you don't like this idea, you might as well use Mimic and hope you get a move that might prove useful. Think of it as your chance of getting a legit Sporetrode.
Overall, Electrode is walled by a number of Pokemon because of a lack of attacking moves and can't do much else in return. Many Pokemon are capable of taking a non-crit Thunderbolt and Electrode isn't going to enjoy the payback. Use Dugtrio if you want to try out a Pokemon that relies on luck; it's immune to Thunderwave.
