Judging from Lickitung's overall pitiful stats, it appears as if its awesome movepool will go to waste. However, Lickitung is only one of two Pokemon to get Swords Dance + STAB, and he's much better compared to Farfetch'd. Unfortunately that isn't saying much, as Lickitung still has bad defenses and has the worst speed stat in the game along with three other Pokemon.
The concept is the same as with all SD Pokemon: get lucky and manage to set up then sweep. STAB on Body Slam and Hyper Beam are very nice if you can get just one Swords Dance in, as Lickitung will have an impressive 416 attack stat. Earthquake is good because of the type coverage, but Blizzard has merit because it's initally much stronger than Lickitung's other attacks if it's a super effective hit. What really leads to Lickitung's downfall though is that speed stat. Because Lickitung will never outspeed anything without paralysis support (Yes, I know he has a 50% chance of going first against Snorlax, Slowbro and Parasect), it's very difficult for Lickitung to make it stand out when compared to other sweepers. And then you have the issue that Lickitung's defensive stats are poor, but at least it has high HP.

The purpose of this set is to mainly take advantage of Lickitung's awesome special movepool and to inflict damage as quickly as possible. Although Lickitung has a bad special stat, Blizzard will easily 2HKO the likes of Dodrio and Fearow, Thunder 3HKOs Omastar and 2HKOs Kabutops, while the other two slots vary based on your preferences. Body Slam is mainly for Pokemon with high special stats, and to inflict paralysis. Counter works well because of Lickitung's high HP and shaky defense, but Hyper Beam can finish off certain Pokemon that your other attacks wouldn't.

This requires a lot of support to work because of Lickitung's speed, but if you can manage to safely get a Swords Dance in, Wrap will rack up damage very quickly. You pretty much need to paralyze all of the opponent's team to even have a chance at this working though. Blizzard is preferred over Surf because of the UU metagame, but Surf is still better against Onix in particular if you're crazy about covering him, and you won't have to worry about an unlucky miss against other ground types. Hyper Beam finishes things off.
