The standard Starmie set takes advantage of its great speed by making it a great support Pokemon. Starmie is great at spreading paralysis and taking hits thanks to Recover. Recover and its speed make it a formiddable attacker, as most Pokemon don't have a recovery move. Blizzard should be used over Surf if you're leading Starmie, since it will probably be put to sleep and because it hits lead Exeggutors. Surf should be used otherwise as there's a bigger focus on dealing damage.

The Kamikazmie set I came up with recently may look like a novelty set, but it has some uses. Most opponents will never see this set coming, so Gengar will be in for a surprise when it gets hit by Psychic. After seeing Hydro Pump and Psychic, the opponent won't see Thunderbolt coming. This set offers amazing type coverage and also hopes to take advantage of Starmie's critical hit rate to take down foes in one hit, such as Tauros (Hydro Pump), other Starmies (Thunder), Slowbro (Thunder), Gengar (Psychic), and so on. Hydro Pump is also great for Snorlax, 2HKOing it with a critical hit.
Other options: Hyper Beam might sound like a joke because of Starmie's special movepool and lackluster attack, but a critical hit Hyper Beam will hit Chansey for an average of over 500 damage. Light Screen can be helpful when battling Pokemon with electric attacks. Reflect can be helpful against sweepers like Tauros and Snorlax.
