Mr. Mime is a powerful special attacker who doesn't want to get hit by anything physical. Mime sets itself apart from the other pure psychics by getting Thunderbolt, which does give it some appeal. Seismic Toss is good to damage things that have too much special like Hypno, but you can give Mr. Mime one of his defense moves to possibly have him last longer as well.

Mr. Mime may have a terrible HP stat, but setting up one of his respective walls (Barrier or Light Screen) can make him a formiddable defensive threat. Additionally, you can try setting up both to make Mr. Mime a tank that can only be taken down by critical hits. If you decide to use one wall, run Thunderwave to give yourself some support. Seismic Toss is an option if you want to run both walls, because you'll be in the field for a long time, thus needing a lot of PP. Keep in mind Pokemon with a recovery move will easily stall you though.
Overall, Mr. Mime has solid speed and special, which makes him able to sweep or play a more stationary role because of his walls. He isn't really preferred over other psychic types though because there are more powerful attackers (Alakazam) and Pokemon who are better at walling (Hypno).
Other options: Counter is certainly plausible, but a critical hit will most likely OHKO you.
