~Encore or Fire Blast is recommended, the others are there because it's possible. Encore allows for easier setup and is a cool move in general, even though Clefable is stuck with 2 in. legs. One thing to keep in mind is that 218 outspeeds Machamp. Fire Blast is there for Skarmory/Steelix, and can dent Gengars. Ice Beam for Rhydon/Golem, Shadow Ball for Misdreavus/Gengar (if Fire Blast isn't enough), and Submission for Tyranitar.
Additional options:
Charm, Counter, Light Screen, Reflect, Thunderbolt/Thunder, Thunder Wave
Everything listed, apart from Thunderbolt/Thunder and Counter, is more or less a support move. If that's what you want your Clefable to do, to support other pokemon, know that it can. If you're like me, I'd rather win by turn 7, but whatever floats your boat. Thunderbolt/Thunder are inferior options to Fire Blast and Counter is a waste on Clefable. Just stick with the listed moveset.
Opinion:
Stats scream mediocore. Regardless, Clefable would be OU if Snorlax is taken out of the game. However, even in a metagame where Snorlax dominates, I truly believe Clefable is on-par with Snorlax offensively. The reason? Encore. Also, nothing in the game packs Belly Drum and a one-turn recovery move (apart from Smeargle, who can't do shit with it anyway), so take advantage of that.
Counters:
Tyranitar, Gengar, Misdreavus, Skarmory, Steelix, and Rhydon/Golem, depending on the 4th move. Psychup Miltank too, but who uses that.
