Drumzard: Charizard (M) @ Leftovers - Belly Drum - Earthquake - Fire Blast - Rock Slide
~Sweeps teams, period. Bring it out when Raikou, Starmie, and Zapdos are all paralyzed/dead and the bulky waters weakened and win. This might seem like a lot of prequisites, but play your cards right and be greatly rewarded. Slowly bait out your opponent's Drumzard counters and wittle away at them 'til they can no longer withstand the brute force of Drumzard. Also, keep in mind that Snorlax does 53% max to Charizard, so with one turn of Lefties recovery, you survive it.

Assuming this is competitive play, that's the only set you'll be using.
Opinion:
A threat to any GSC team and all teams should have at least one or two counters for it. This is usually hidden and brought out in an ideal situation, so be cautious and play on your toes if you've only seen 5 Pokemon. Don't foolishly sacrifice Starmie to Cloyster just to spin Spikes.
Counters:
Bulky waters, Starmie, anything faster with a super-effective move, anything Charizard can't OHKO with a super-effective move, Zapdos has a 50-50 shot since it's OHKO both ways.
