UU Gyarados:
Gyarados (M) @ Leftovers

~This is one of the better UU cleaners, and it can actually work in OU. HP Flying is an option as the 4th move because if you go to OU, you may want something to surprise Heracross and Machamp. Other than that, Double-Edge does more damage to neutral targets than HP Flying. Don't let anyone fool you, STAB Hydro Pump can be useful! Zap Cannon is a nasty surprise to incoming Suicunes that may switch in.
Flail Gyarados (by Origin iirc):
Gyarados (M) @ Leftovers

~This is the set that Origin ran iirc. Zap Cannon helps to para its counters that are faster, Hydro Pump craps on the rocks that may ruin your fun, and HP Ground is for the electric switchins. Gyara's flying type helps it avoid spikes, so it can leave and come back whenever it wants to continue causing damage.
Other Options:
Curse, Mimic, Reflect, Reversal, Roar, Substitute
Gyarados has 298 sp. defense, so it could curse once the electrics are gone. Mimic could be here in case you switch into a useful attack (say, Spikes or Cross Chop), and a spiking or cross chopping Gyarados is funny as hell. Reflect helps Gyarados' average defenses and helps your team. Reversal can be used in place of Flail, or used WITH flail. Roar + Reflect might let you get rid of Curselax (keyword: Might), and Substitute if you fail at prediction.
Opinions:
This is pretty much a poor-man's Dragonite. Gyarados can be used to fill in team holes, though it doesn't fill as well as Nite, but it can still get the job done. Gyarados has a surprise factor, in that no one really knows what exactly it will do. This is best used as a cleaner, since it's not gonna outright kill most stuff (outside of hydro pumping Rhydon, but that's obvious).
Counters:
"Bulky" Electrics (Raikou, Ampharos), Zapdos, Suicune could stall it, Snorlax, Blissey somewhat, Dragonite.
