The definitive Articuno set. Blizzard takes full advantage of Articuno's incredible special stat and even Pokemon who may think they have impunity to it are in for a big surprise if they get CH'd (Chansey takes over 300 damage from a CH Blizzard; Starmie takes over 150). Sky Attack is its best option against Chansey and Jynx because a CH will OHKO them guaranteed (it will also OHKO Starmie on average). Reflect provides protection from physical sweepers and exploders, and additionally it can save Articuno from being OHKOd by Rock Slide. Rest works due to Articuno's great defensive stats, and Reflect certainly helps.
Due to the fact that many OU Pokemon can stall out Blizzard's meager 8 PP, Ice Beam is plausible for additional attacking. It's not advised to remove Blizzard for it because of Blizzard's sheer power, however. Reflect can be dropped if you feel it's a bit too situational, or Rest if your goal is to simply deal as much damage as possible.
Other options: Mimic, as Articuno's biggest flaw is its movepool. Articuno is a very good Mimic user due to the fact that it can take a hit very well.
