With 258 speed it's a pretty good sleeper as only Venomoth, Jynx, and Gengar are faster. Basically send it in, sleep something and Body Slam the incoming Pokemon for a chance at paralysis. It's rather limited as an attacker, but it does get two tools that try to remedy that: Swords Dance and Razor Leaf. The former will greatly increase the potency of Venusaur's physical attack, while the other is great for dealing damage off the bat. A sure-fire counter against Amnesia users is always nice too.
While paralysis is always very helpful in RBY, Hyper Beam does have some merit as the physical attack. If you can manage to get two Swords Dances in then you can OHKO a number of Pokemon, but this is very situational thanks to Venusaur's weaknesses to ice and psychic and because you'll need a myriad of support to pull it off with Venusaur healthy.
In UU it can be pretty useful, but it has a lot of problems in OU. In order for it to deal significant damage to Pokemon like Alakazam and Chansey it has to set up, and it can be very difficult for it to do so. Most Pokemon in OU also have no problems hitting it; it is much better suited for UU thanks to the initial effectiveness of Razor Leaf.
Other options: Growth can be fun for novelty purposes, but it isn't recommended otherwise. Stick to the standard set.
