Mewtwo has 318 attack but it doesn't even need it. It's the best overall Pokemon in the game. The basic strategy here is to Amnesia twice, yes twice. Mewtwo starts off at 406 special so it only takes two to get it up to 999. Then let loose with what you need to use. I recommend Psychic as it OHKOs Tauros, Psychic 2hkos Starmie and outspeeds it and eventually special falls so it's not like you'll need T-Bolt that much. Ice Beam covers Exeggutor who can explode in your face as well as Golem and Rhydon. Thunderbolt obviously works for the fact that it counters Slowbro.
Chansey is the only Pokemon that can withstand two of Mewtwos attacks and live. It gets 3hkod by Psychic. Not like Chansey is going to do anything to it though except paralyze it or get a lucky freeze. The ONLY Pokemon that can beat Mewtwo is Snorlax, who can take a Psychic thanks to it's HP and blow up in it's face. Besides that, Mewtwo is pretty much indestructible unless it gets paralyzed and an exploder is saved or they have Slowbro and Mewtwo doesn't have Thunderbolt.
