It's very identical to Raichu; their stats are almost the same. Raichu is ultimately better than Electabuzz because it gets Surf, but Electabuzz is a very good Pokemon in UU due to its speed and good attacking stats. I've always used Electabuzz in my UU tournament teams as a lead where it did pretty well. However, Electabuzz can also be saved for later to help kill off the opponent's weakened team as it will outspeed just about everything in a competitive UU environment.
Thunderbolt is a great STAB attack to have, hitting the likes of Fearow, Dodrio, Golduck, Poliwrath for super effective damage. Psychic is actually a very good move on Electabuzz as it does very solid damage to Pokemon such as Machamp, Onix, Venomoth and Weezing, 3HKOing them all. Additionally, it also stops Electabuzz from being walled from grass types such as Venusaur and Victreebel.
Reflect is ok if you can get a chance to set it up because it'll protect you against moves like Machamp's Earthquake and especially Arcanine's Dig. Seismic Toss gives you a better option against other Electabuzz's and Tangela, but a Psychic special fall will change that.
