Gyarados can hit many Pokemon hard and can be a force to be reckoned with despite the prominence of Thunderbolt. Hydro Pump is a guaranteed 2HKO on Tauros and 3HKOs Snorlax. Of course, you can use Surf if you don't like the thought of missing when you absolutely need to hit, as nobody likes to miss and then have Golem use Explosion or kill you with Rock Slide.
Body Slam and Thunderbolt each have their own advantages when paired with Hyper Beam. The former gives you a much more realistic chance of killing Chansey and is good for paralyzing incoming Starmies, while the latter lets you 2HKO Starmie and will give you a more plausible chance against Slowbro and Cloyster.
Gyarados is more suited in UU simply because Thunderbolt is just too common in OU. Half of many OU teams will have a Pokemon with Thunderbolt, and Gyarados has to rely on a move like Hydro Pump to increase its sweeping abilities. You can do worse than 80% accuracy, but you can do better too.
Other options: Maybe Thunder but I've looked into its possible advantages and haven't really seen any.
