Vaporeon is like Omastar's superior College roomate. Both are on the football team but Vaporeon has a better arm and can take a tackle better.
Acid Armor/Mimic
Surf
Ice Beam/Blizzard
Rest/Mimic
So basically with Vaporeon you attack with what works best and if you find an opening, you use Acid Armor to make yourself a mega tank to physical blows. The problem with Vaporeon is that in standard it's not going to touch the likes of Starmie, Lapras and Chansey. Otherwise, Vaporeon can work. In general he can't touch other waters but definitely works better than some of his peers such as Seaking and Seadra.
Back in the days of Porygons, Focus Energy made Vaporeon a very common UU Pokemon; CHs were just about guaranteed on it. It's not that common anymore but is still usable with awesome HP, great special and a physical resistant attack.
UltimatelyiIt gets countered by other special attackers most of the time. Its special and HP helps it out big time with special attacks but it's still going to have a hard time getting T-Bolted in the face for a few turns. That's why Rest is there, to help Vaporeon stay in there.
Mimic isn't a bad alternative since you might be able to get something like Thunderbolt or Thunderwave. Could definitely help. But it's still a gamble nonetheless.
