Jolteon used to be standard in the days of Porygons because of Focus Energy. It was still an effective Pokemon without it. Ok, from the bat you can see Jolteons problems is that it really can't touch anything that resists it's T-Bolts. Jolteon has 358 speed which is tied with Aerodactyl and Mewtwo for second fastest Pokemon in the game. Because of it's inability to touch ground types, Raichu is preferred over it and Zapdos offers more to the table overall, being able to hurt grass types.
Basically with Jolteon you spread paralysis with T-Wave and T-Bolt everything you can. Hyper Beam is to catch a low defense Pokemon like Chansey and Alakazam off guard with a CH, Jolteon has a high CH rate. But then again, Jolteon isn't really standard anymore so why bother? Yeah, it's a filler. Pin Missile is the best move to use on Exeggutor while Double Kick can do maybe 20% to Golem/Rhydon. You can always try Body Slam to paralyze them on the switch. Double Kick does hit Chansey pretty hard if you CH though.
It's movepool sucks pretty badly, another thing that hurts Jolteon. I still remember when Jolteon would be played on 7 out of 10 standard teams. It's stats are still very good, in fact Jolteon could be very effective in UU because of it's speed.
