Recently, this sort of sprung into my mind out of nowhere. I know a lot of people like to whine that RBY has no skill and that it's all hax, so maybe this rule would get more people to play RBY.
The rematch clause, is obviously meant for tournament purposes. It would be where if you felt you were completely luckfucked in a battle you could save the log and send it to the tournament organizer. The organizer would then read the log and review it, and come up with a decision. If the person still doesn't feel his win was a result of a luckfuck despite the tournament organizer declaring that it was, a second person can review the log. If the second person also declares that it was a luckfuck, a rematch would be ordered.
However, if the second person felt the battle wasn't a luckfuck, a third and final reviewer would be assigned. Whatever this final person decides will be the final verdict. I don't know how you guys feel about it, maybe it'd be interesting to try. Obviously there would have to be certain qualifications on what constitutes as a luckfuck or else people will be whining and demanding a rematch because they got CHd once.

Then both players present their case on whether there should be a rematch or if the battle is reminiscent of your battle with JK21.

Skill (at least the skill of prediction) is partly luck. I am against this. The fun of RBY is that it is random to some degree.

The ability to handle a battle, regardless if you are luckfucked or not, is based mainly on the skill of a battler. Luck is an factor yes, but it is as you said random, therefore you can not rely on it like you can on skill. People tend to get into patterns when doing a battle. Battles are mostly a thinking game, based on skill and experience, so after a quick analysis, you could predict that someone will switch a sleeping pokemon with another, and you can stun spore the switch in. This can also work in reverse, if you know that they will stun the switch in, leave the sleeper out there, let them waste a turn, and switch on the next turn.
My point is that skill plays a bigger part in RBY than luck does.
