Reverse Competitive RBY

Okay, I have an idea for what I think might be an interesting metagame.

Here's the premise:

Players design their opponent's team. So you design eachothers teams and whoever wins the battle wins. Obviously, a new tier list might be in order, so I'll just list some very bad Pokemon and go from there:

Uber-Bad

Pokemon so bad that they're often banned from reverse tournament play.

Magikarp
Abra

Very Bad
The mainstays of reverse competitive RBY, these Pokemon are Very Bad. That's why they're in the Very Bad section. They are available at low levels.
Caterpie
Weedle
Rattata

Okay, Sort-of
Many of these Pokemon are here because they are still available at low levels, but are powerful against many VB Pokemon.
Farfetch'd
Pidgey
Spearow
Tentacool
Pikachu

Everybody Else
These Pokemon are generally only available at high levels, and are unsuitable for RCRBY.
Every Pokemon not listed so far belongs here.

Okay. The idea obviously isn't very good, and I really don't know what I'm doing with the tier lists, so help me out here.

I found it by wandering around looking for a good Pokemon forum not inhabited by idiots. I'm not really from anywhere.

I haven't actually been to Smogon or SmogonJr., but by reading what's written about them on this forum, I've come to the conclusion that I don't really want to go there.
