This thing is played somewhat like a poor man's Curselax. Make sure the rocks and grounds are gone PLEASE. Fire Blast makes sure Skarmory doesn't wall you, but you're boned vs. Rhydon anyways (unless you're packing Giga Drain or HP Ground, but then you're boned vs. Skarm). Dynamicpunch could be the happy medium, as it hits Don/Tar SE and hits skarm neutrally, but now you're boned vs. Nidoking lol. The last move is if you want to complete the m00bage after Cursing, or Rest to stay around.
Other options:
Thief, Haze, Thunder
Not much here. Thief can always be useful, and you'll end up taking the Lefties of something that doesn't rest (think Nido or Rhydon best case). Haze if you're into that sort of thing, and Thunder is another move option if you detest skarmory/starmie that much, though the poison chance and para chance on one pokemon is kinda silly, if you ask me.
Opinion:
A very cool poison pokemon, and I was showed its greatness by Origin a couple years back. An underrated sweeper and special sponge, except for the fact that Poison isn't the greatest attack type (being SE against only grass, and being resisted by much more).
Counters:
Rock/Ground pokes, Steelix and Skarmory unless it's packing Fire Blast. Ghosts give it problems as well, since it cant hit them particularly hard.
